What vacuum dewatering does for a floor
Concrete is mixed with more water than it needs to cure, because the extra water makes it workable enough to place and level. That surplus water is also what weakens the finished slab. The vacuum dewatering process removes it: right after the slab is laid and screeded, vacuum mats are placed over the surface and this pump pulls the excess water out through them before the concrete sets.
Taking that water out lowers the water-cement ratio in the slab, which is what gives a vacuum-dewatered floor its advantages — higher compressive strength, faster early strength (close to 28-day strength reached in about 7 days), a harder, more abrasion-resistant surface, reduced shrinkage and permeability, and cement saving of roughly 15%. The floor can be walked on and finished sooner, so construction moves faster.
